Basic Allowance for Housing is a monthly allowance set by three things and three things only: the pay grade you are paid at, whether you have dependents and the geographic location of your duty station. In the Kansas City metro it is usually the number that decides what a service member can carry on a house payment, which is exactly why it deserves a careful look instead of a quick one. The part most people miss is that BAH is built from local rental costs, so the figure on your Leave and Earnings Statement is a starting point for a housing budget rather than the budget itself.
If you want the whole picture of buying, selling or using VA benefits in this market, start at our veterans hub and use this page for the housing allowance piece of it.
What is BAH and how is my rate actually set?
BAH is a statutory entitlement under 37 U.S.C. 403, which says that a member of a uniformed service entitled to basic pay is entitled to a basic allowance for housing, and that the amount varies according to pay grade, dependency status and geographic location. The Defense Travel Management Office puts the same three factors in plainer language and adds an important detail: the with dependents and without dependents distinction is not based on how many dependents you have, so a family of two and a family of six at the same grade and location draw the same allowance. DTMO also explains where the dollars come from, stating that BAH rates “are computed each year using median market rents and average local utility expenditures (electricity, water/sewer, and heating fuel) for civilians in each local market area.”
The single most useful fact for anyone house hunting across a metro that straddles a state line is this one, in DTMO’s own words: “Duty station is the basis for BAH so that members are compensated for the typical housing cost near the member’s duty location. Once the duty station is known, the BAH compensation is fixed, regardless of where the member lives.” Your allowance does not go up because you chose Johnson County and it does not go down because you chose Clay County. It is set by where you report, not by where you sleep.
Which military housing area covers Kansas City, Whiteman AFB and Fort Leavenworth?
The honest answer is that you should pull the military housing area from the DoD tool using your duty station ZIP code rather than trusting a name you read on a website, including this one. DTMO states that “DoD and the Services define these MHAs by sets of ZIP Codes” and that data is collected annually for roughly 300 military housing areas across the United States, Alaska and Hawaii, so an MHA name or code that was right two years ago is not automatically right today.
I tried to verify the current MHA names and codes covering the Kansas City metro, Whiteman Air Force Base and Fort Leavenworth against a first party DoD source for this article and could not, so I am not printing them. What I can give you are the installation ZIP codes to run through the tool. Whiteman Air Force Base lists its installation address as 301 Summit Drive, Whiteman AFB, MO 65305, in Johnson County, Missouri, and Fort Leavenworth’s Housing Services Office is at 731 McClellan Avenue, Building 48, Fort Leavenworth, KS 66027, where the garrison states that all arriving Soldiers are required to report. If you are still working through the move itself, our guide to a PCS into Kansas City covers the rest of the timeline.
Where do I find the current 2026 BAH rate for my duty station?
Use the Defense Travel Management Office BAH rate lookup, which takes a duty station ZIP code and returns the published rate for your grade and dependency status. Rates are republished every year, and DTMO frames the annual comparison around the January 1 table, so the current year’s figure is the only one that matters for planning. DTMO also maintains an archive of prior year rates if you need to reconstruct what you were paid.
I am deliberately not printing a dollar figure on this page. A BAH number that is one year stale is worse than no number at all, because it walks a family into a price range that the current table will not support. Pull it fresh, screenshot it and hand it to whoever is running your numbers.
Does BAH rate protection follow me when I PCS to Kansas City?
No. Individual rate protection keeps your allowance from falling while you stay in one place, and it does not survive a permanent change of station. DTMO states the protection this way: “Service members are entitled to the BAH rates published 1 January or the amount of housing allowance they received on 31 December, whichever is larger.” Then it names the three things that end it, saying rate protection ends if a service member experiences a permanent change of station, a reduction in paygrade or a change in dependency status.
The statute lines up with that. Section 403(b)(6) protects the monthly amount only “so long as a member of a uniformed service retains uninterrupted eligibility to receive a basic allowance for housing within an area of the United States,” which is the legal way of saying the protection is tied to the area you are already in. DTMO spells out the consequence for a move to a cheaper market, explaining that a member who transfers to a duty station with lower housing costs receives the reduced allowance for that location because the allowance is driven by local housing costs there. Promotions work in your favor, since a promoted member is paid the current published rate for the new higher grade unless that published rate is lower than what they were already receiving, while a demotion or a change in dependency status sends you back to the then current published table.
For a family moving here, that means one rule: underwrite the Kansas City rate, not the rate you are drawing today. I have watched people shop a price range built on a coastal allowance and then restart the search after the first LES at the new station.
Is BAH taxed, and how does a lender count it toward qualifying income?
BAH is excluded from gross income, which is why it does so much work in a household budget. IRS Publication 3, the Armed Forces’ Tax Guide, lists BAH in its table of servicemember government pay items excluded from gross income. Military OneSource states it directly: “BAH and BAS are excluded from your gross income. They’re not subject to federal or state income tax or to Social Security/Medicare taxes.” The same page notes that you can still deduct mortgage interest and property taxes even when you pay them with BAH, and that BAH is not part of the base used for Thrift Savings Plan or Social Security and Medicare contributions.
Here is the part I would rather say out loud than let you find out at underwriting. Whether a given lender counts your full BAH, and whether they gross it up because it is nontaxable, is a lender underwriting decision rather than something VA guarantees. VA’s own credit standards material addresses grossing up by requiring the actual income figure in the income section of the loan analysis, with the grossed up ratio shown separately in the remarks, and it treats residual income as the primary measure, allowing approvals above the 41 percent ratio guideline when residual income exceeds the guideline by 20 percent or more with documented compensating factors. If you want to understand that second number before you shop, read our explainer on how VA residual income works and ask every lender you interview how they handle BAH. I am a licensed mortgage loan originator as well as a Realtor, I cannot serve as both on the same transaction and nothing here is an offer of credit.
What does a BAH figure really buy once taxes, insurance and HOA are counted?
Less than the raw number suggests, because BAH is assembled from median rents plus average utility costs in a rental market, and a mortgage payment is a different animal. Your monthly obligation as an owner is principal, interest, property taxes, homeowners insurance and any HOA or mandatory community dues, and utilities sit on top of all of it rather than inside it. Two houses at the same contract price in this metro can carry meaningfully different payments once the county, the school district levy and the insurance quote are applied, which is the real reason a BAH figure alone cannot set a price range.
There are a few VA specific levers worth knowing while you run the math. The VA funding fee is the only cost that may be financed into a purchase loan, seller concessions are capped at 4 percent of the loan amount and the lender’s flat charge is capped at 1 percent, all per VA’s buyer guidance. Run an actual payment before you fall in love with a house, using our mortgage calculator and the walkthrough in VA loan explained and how to calculate your payment. Then add a maintenance line, because that is the cost a renter never carried and a new owner always does.
Should I let my BAH set my price range at all?
Use it as a ceiling test, not as a target. The better question is what is left over after the payment, and that is the logic VA itself applies through residual income. A payment that consumes every dollar of BAH leaves nothing for the furnace that fails in February or the deployment that changes the household in March.
The state line makes this concrete in Kansas City. Your allowance is fixed by your duty station, so it does not change when you cross from Missouri into Kansas, but the tax and insurance side of the payment does change, and so does what a given budget buys in a given town. That is a shopping decision rather than an allowance decision. Our featured communities pages lay out the towns on both sides, and if you are reporting to Whiteman specifically, start with housing near Whiteman AFB.
Who this applies to and who it does not
This page is written for service members currently entitled to BAH at a Kansas City area duty station, at Whiteman Air Force Base or at Fort Leavenworth, who are deciding what to do with that allowance.
- It does not apply to retirees or separated veterans. BAH is tied to entitlement to basic pay, so once you are out it is not income anyone can count.
- It does not apply cleanly to anyone whose entitlement is intermittent. If you are unsure whether your orders carry BAH, verify your entitlement with your finance office and DTMO before you plan around it.
- It does not apply if you are taking government or privatized housing. Whiteman’s privatized inventory runs about 890 family housing units, and Fort Leavenworth requires arriving Soldiers to report to the Housing Services Office first, so those conversations happen before any home search does.
- It does not make you approved. BAH is one input into an underwriting decision that also weighs credit, debts, documentation and the property itself.
Frequently asked questions about BAH in Kansas City
Does my BAH change if I live in Kansas instead of Missouri?
No. The Defense Travel Management Office states that duty station is the basis for BAH and that once the duty station is known the BAH compensation is fixed regardless of where the member lives, so crossing the state line inside the Kansas City metro does not change your allowance. What does change is your property tax and insurance picture, which is why two houses at the same price can carry different monthly payments.
Will my BAH go down when I PCS to Kansas City?
It can. Rate protection holds your allowance steady while you remain in one area, but the Defense Travel Management Office states that the protection ends with a permanent change of station, a reduction in paygrade or a change in dependency status, so on arrival you are paid the published rate for your new duty station and grade. Budget from the new rate rather than the one you draw today.
Can I count BAH as qualifying income on a VA loan?
BAH is nontaxable military pay and IRS Publication 3 lists it among the items excluded from gross income, but how much of it an underwriter uses, and whether it gets grossed up for ratio purposes, is an individual lender underwriting decision rather than something VA guarantees. Ask any lender you interview how they treat it before you set a price range.
What is the 2026 BAH rate for Whiteman AFB or Fort Leavenworth?
Pull it from the Defense Travel Management Office rate lookup using your duty station ZIP code, which is 65305 for Whiteman Air Force Base and 66027 for Fort Leavenworth, because rates are republished annually and any dollar figure printed on a web page ages out within the year.
Where can I see homes for sale and current prices in Kansas City?
