Will Chiefs STAR Bonds Raise My Kansas Property Taxes?
By Joe Nelson, Retired Air Force, Nelson Home Group Team Leader and Mortgage Loan Originator
Chiefs STAR bonds do not automatically add a stadium levy to your Kansas house or car. They pledge tax revenue to project financing. Your future property-tax bill can still change through its taxable value and applicable levy, and separate project tax tools require their own approvals. I would avoid promising either a Chiefs surcharge or a permanent tax freeze.
Use the seller net-sheet calculator to estimate your sale alternative while you review the actual ownership costs for your property.
What pays back the Chiefs STAR bonds?

The agreement pledges state sales, use and liquor tax growth above a base year.
STAR means Sales Tax and Revenue. Kansas Commerce describes the program as financing development with bonds repaid from sales-tax revenue. The Chiefs agreement makes growth in state sales and use taxes and liquor-tax collections above a base year available for repayment. It also pledges 65 percent of the deposits into the Attracting Professional Sports to Kansas Fund. Local sales and guest-tax contributions require the local governments’ separate actions. These revenue pledges do not create an automatic levy on your house. [1] [2]
The difference between a tax collection and a tax rate matters. Collections can increase because taxable sales increase even when the rate stays the same. Pledging those collections also means committing public revenue to a purpose. It is not a statement that the revenue has no alternative public use.
For a homeowner, I would keep two questions separate: what revenue helps repay the bonds, and what determines my own property bill? The agreement addresses the former. Your taxable assessment and adopted levy help answer the latter. Neither question is resolved just by saying that a house is inside a broad district.
I covered what the stadium and the Olathe headquarters could mean for home values in my post on how the Chiefs move could affect Kansas City real estate.
What does the official no new taxes statement mean for me?

Your bill still depends on taxable assessed value and the adopted mill levy.
The Kansas Commerce project page says the project proceeds with no new taxes. I would read that alongside the agreement’s financing terms rather than turn it into a promise that no owner’s bill can ever change. The agreement says the Chiefs may request approval of separate community improvement districts and may pursue tax increment financing, industrial revenue bonds or other property-tax abatements or exemptions on the project site, each through the relevant public entities. [3] [2]
A request for a separate sales-tax district is not proof that a particular additional tax has been adopted or is being collected at a specific store. Approval and implementation have to be checked independently. A project exemption does not exempt the homes near it.
The financing announcement does not freeze your assessment or local tax rates. The agreement does not itself add a new property-tax levy to your house. Your actual bill still needs attention.
How can my house tax bill change without a Chiefs surcharge?
Your Kansas property-tax bill depends on taxable assessed value and the applicable mill levy. KDOR’s educational guide explains that the levy is applied to assessed value to calculate the bill. If taxable assessed value rises while the applicable rate stays the same, the bill can rise. [4]
That does not prove the Chiefs caused the assessment change. I would look at the valuation notice, the property’s classification and the adopted rates for the relevant taxing units. If a headline says home values will increase, it still has to be connected to actual property evidence before it becomes an explanation for your bill.
| Item | What I would check | What I would avoid assuming |
|---|---|---|
| Home property tax | Taxable assessed value and the applicable adopted levy | A stadium announcement fixes the amount |
| Ordinary taxed-when-tagged car | Vehicle valuation and the motor vehicle county average levy | The house’s tax formula applies unchanged |
| Kansas watercraft | Current exemption and separate purchase or registration obligations | All taxes and fees disappear |
| District purchase | Any separately approved sales-tax rules for that location | A requested district already operates |

What about taxes on my car or boat?

Any stadium property abatement is subject to approval by the Kansas Board of Tax Appeals.
Ordinary Kansas cars taxed when tagged use a formula-based vehicle value and the motor vehicle county average levy. A change in that applicable levy can affect the amount, but the evidence reviewed here does not establish a direct Chiefs surcharge on your vehicle. Other vehicle classifications need their own review. [5]
Watercraft are a separate issue. KDOR’s 2026 guide states that Kansas exempts watercraft from property or ad valorem taxes beginning January 1, 2026. That is a statewide exemption, separate from the stadium deal. It does not mean buying or registering a boat has no taxes, requirements or fees. [5] [6]
The practical step is to identify which obligation you are looking at before explaining why it changed. Annual property taxes, purchase taxes and registration requirements answer different questions. I would not combine them into one Chiefs tax claim simply because the same household owns the house, car and boat.
What should I watch before making a sell-or-hold decision?
I would watch my actual assessment, the adopted rates that apply to the property and the project’s separately approved tax actions. Those are documents I can evaluate. A promised economic benefit or a fear of future tax increases is not yet a substitute for an actual holding-cost estimate.
Keep the current tax bill in your budget, and check whether it is already included in the mortgage payment before adding it again. If you expect a material change, write down the basis for that expectation and update it when a new bill or approved rate becomes available.
A project financing agreement does not calculate your home’s holding cost. I would put confirmed expenses into the comparison and identify uncertain expenses separately. That lets you decide how much room the rental or sale plan has without pretending you know every future local budget decision.
Frequently Asked Questions
Does being inside the Chiefs STAR bond district create a house levy?
Being inside the financing district does not, by itself, establish an automatic new levy on your house. The Chiefs agreement pledges specified revenue streams and describes other tools that may be pursued through separate approvals. I would review the actual assessment and adopted rates for your property instead of using the district map to calculate a home-tax increase.
Does a stadium property exemption also exempt nearby homes?
A project-side property-tax exemption or abatement does not automatically exempt nearby homeowners. The agreement addresses the project and the relevant ownership or approval arrangements. Your home’s tax treatment must be evaluated separately. I would not read an exemption for stadium property as a neighborhood-wide benefit or use it to remove taxes from a rental budget.
Are Kansas boat property taxes disappearing because of the Chiefs deal?
Kansas watercraft’s property-tax exemption beginning January 1, 2026 is separate from the Chiefs project. KDOR’s guide describes the statewide exemption, not a stadium-related reduction limited to nearby owners. Purchase taxes and registration obligations are different questions. I would keep those distinctions clear when reviewing what a boat owner may still owe.
Does no new taxes mean my Kansas car tax cannot change?
The project’s no-new-taxes statement is not a guarantee that an individual car’s tax bill will never change. Ordinary taxed-when-tagged vehicles use a formula-based vehicle value and the motor vehicle county average levy. The agreement does not add an automatic stadium surcharge to that calculation. Check the vehicle’s actual calculation before attributing a change to the project.
Why can my Kansas property taxes go up if the Chiefs deal adds no new tax?
Your bill can rise if your taxable assessed value increases or the applicable local mill levy increases. That does not, by itself, prove the Chiefs caused the change. Check your valuation notice and the adopted rates for your property, and ask the county office about the calculation or appeal options if something looks wrong.
Ready to Talk?
If Chiefs STAR bonds have you questioning your holding costs, I can help you organize the property numbers and compare the sale alternative. Bring the actual bill and payment information. A tax professional or the relevant county office can address the property’s tax treatment and assessment questions.
